Reason why Dolphin is eversince the only lonely place where the whole crowd in Sihaoukville is Meeting is, everone else bringing up something else is shut down by this police chief. The way it works, he is going to those places followed by a couple guys with machine guns and shuts other places music down to make sure Dolphin stays the main attraction. Basicly it is a shithole but everything else what was any better was shut down.
Another issue now a couple years ago with this Family have been the Booze Cruise boats where they risked lifes of 1000s of tourists with overloaded boats but having no safety equipment.
Most Young People behind the bar working are addicted to Crystal Meth, Ice. Make yourself smart about no to get into this mess as well....as it happened to many Young travellers that wayt they started an addiction they not really wanted.
Usually the drugs are not sold in Dolphin itself but in past just next door...what was controlle by the Dolphin police chief of course as well.
Those running a Party Business in Sihaoukville should be Aware about this mess before they invest a lot of Money. As soon they are getting too many People into their place they will get a visit of the police chief with machine guns and their place will be shut down. Do not waste your Money with finding out yourself.
And of course when having any Troubles on Ochheuteal beach, do not go to police as this children, sellers, drugdealers and thieves are all covered by the police chief of Sangkat 4.
Of course the higher Immigration police guys at the commissariat know about it, but as well are corrupt and make their Money out of the whole situation. Basicly this whole police mess in Sihanoukville finally brought up the Reputation Sihanoukville got and most Long term foreign residents know about.
