In past it was the main attraction for Sihaoukvilles Police, having a Billion Dollar Russian called Sergej Polonsky in town. After now this Russian stays in jail in Russia Police once again likely concentrates on tourism to make their money. Basicly even it is Cambodia, we are talking about 200000 Dollar car presents with bribing a deputy police chief. The ancient Police chief himself gambled and lost all his Money in a Casino in 2014. The funny stories came then up when People found out about he not just lost his own assets and gambled with other peoples Money as well.
Knowing about this you likely can imagine what Sihanoukvilles Police is like even having now a new Police chief. But another guys are still the same. As unexperienced tourist, just stay away as far you can as you will get headaches once again when involving police with something. This Police has not really something in common with the word Police and you better call it a criminal syndicate. Basicly as well they are involved in Crystal meth drug business within City and very likely as well internatinoal as the port from where the drugs go is in Sihanoukville.
